Abstract: Mobility costs are a key dimension of transport poverty, as high expenditure on transport may limit access to employment, education, healthcare and other essential activities, especially for economically vulnerable households and across territorially differentiated contexts. Transport-related deprivation may also overlap with energy poverty, since both reflect the pressure of necessary and recurrent expenditures on household budgets. An analytical framework for studying transport affordability in Italy using official microdata is developed, with particular attention to the relationship between transport and energy poverty across different municipal types. The analysis considers regional and local estimation domains to capture spatial heterogeneity in expenditure structures and mobility needs. A set of affordability indicators is introduced, focusing on recurrent mobility costs, including fuel, maintenance, insurance and public transport expenditure, and on their interaction with domestic energy spending. Attention is paid to differences across metropolitan, intermediate and less urbanised areas, where car dependence and the composition of mobility expenditure may produce distinct patterns of disadvantage. The results provide policy makers with evidence to identify the territorial and social groups most exposed to the combined burden of transport and energy costs and to support more targeted interventions.
