Abstract: A novel statistical framework for analyzing zero-truncated recurrent event data over time is presented, motivated by data from a Pediatric Mental Health Care (PMHC) program. The primary goal is to understand how patterns of emergency department (ED) visits for Mental Health concerns among children evolve across distinct phases of the COVID-19 pandemic: before, during, and after. The modeling framework is developed in a stepwise manner, guided by model fitting using a collection of Mental Health-related ED records. Stratified regression analysis is applied to investigate changes in visit frequencies and covariate effects, accounting for pre-specified period cutoffs and coarsened individual follow-up information. Real-world PMHC data serve as both the motivation and a demonstration of the practical utility of the approach.
