Abstract: The causal effects of climate policies on carbon emissions reductions are evaluated. Using Sweden as a case study, we compare the effects of the domestic carbon tax and the Kyoto protocol over the period 1965--2018. Specifically, we use the Granger-causality tests in the time and frequency domains to evaluate the impact of these climate policies. The empirical results indicate a significant causal effect in the long run of the carbon tax policy on carbon intensity dynamics. Finally, our framework offers policymakers a useful toolbox for evaluating the effect of public policy.
