Title: The effect of London cycle superhighways on traffic congestion

Abstract: The Mayor of London's Transport Strategy set out the aim for cycling journeys in London to increase from 2\% of all journeys in 2001 to 5\% by 2026. Various interventions have been introduced in an attempt to meet this target, including the introduction of cycle superhighways. In addition to encouraging cycling it has been claimed that cycle superhighways will reduce traffic congestion. Estimating the effect of the cycle superhighways on congestion is complicated due to the non-random treatment assignment over the transport network. We outline a propensity score based method for the analysis of pre- and post-intervention data and demonstrate through simulations studies the superiority of the proposed method over existing competitors. The method is applied to analyse pre and post-intervention data collected on the London transport network which includes traffic and road characteristics along with socio-economic factors.
