Abstract: Recognizing that the labor market increasingly values highly skilled workers, recent U.S. policies have focused on encouraging the unemployed to pursue further education. However, while the returns to education for traditional students is unambiguously large, the evidence for unemployed workers is scarce. We use linked administrative data to characterize the type of unemployed workers who seek additional education during and in the aftermath of the Great Recession. In addition, we measure the effect of additional education on future labor market outcomes using various matching techniques.
